Předmět navazuje na znalosti získané v přemětu veřejná ekonomie a bere v úvahu znalosti studentů oboru veřejná ekonomie z průběžně studovaného předmětu veřejné finance. Důraz se klade i na získávání aktuálních infromací o ekonomice a řízení jednotlivých odvětví veřejného sektoru ze všech typů masmedií (týká se i www stránek ministerstev a ústřeních úřadů státní správy).

Course objectives
Economy of Public Sector (PVEVSE) This subject builds on the knowledge gained in the faculty compulsory course Public Economics . It offers more specific knowledge of the public sector efficiency as a whole and efficiency of its individual subsectors. This topic is further developed at Stage One of study in Economy of Non-profit Organisations and at Stage Two in Public Economics . The first two lectures develop in greater depth and more detail causes of existence of the public sector, its structure and efficiency. Evaluation of public works contracts and tenders, public choice and public audit are exercised in seminars. Further lectures analyse concretely basic economic categories of the public sector such as the output, costs, price, remuneration, motivation, investment, innovation, including their application to the entire non-profit sector. The following lectures are concerned with economy and management of human development, i.e. education, culture, physical culture, health care and social services. In conclusion, the lectures explore social needs, knowledge and information, technical infrastructure, housing, agriculture and living environment. All fields covered include comparisons with the EU countries. Credit requirements: seminar paper and its presentation at a seminar. Examination: oral.

  • Úvod do problematiky formou vstupního testu, ve kterém jsou zjištěny znalosti studentů z předcházejícího studia (veřejná ekonomika, makroekonomie, mikroekonomie apod.). Historie veřejného sektoru, teorie statků ay potřeb, členění veřejného sektoru apod. 1.Nástroje ekonomiky a řízení veřejného sektoru (mimo veřejných financí, které jsou přednášeny samostatně) - veřejné zakázky, veřejné projekty a jejich hodnocení, veřejná volba, veřejná kontrola, inovace, investice a také již neodmyslitelný produkt veřejné správy (potvrzovaný několikrát v poslední dekádě): krizového řízení ve veřejné správě. 2. Ekonomie a řízení jednotlivých odvětví veřejného sketoru v rozdělení dle bloků: blok odvětví společenských potřeb, blok odvětví rozvoje člověka, blok poznání a informací, blok technické infrastruktury, blok odvětví privátních statků podporovaných z veřejných rozpočtů, blok existenčních jistot.

Prezenční studium. Přednášky a semináře. Zkouška sestává z obhájení seminární práce a ústní zkoušky.
