Course objectives
Management and Control in Public Administration (PRRKVS) The course focuses on gaining practical skills in preparation and realisation of decision-making processes in public administration. In the first part the students are introduced to the theory of decision-making process, the second part covers the decision-making processes characteristic for operations of public administration and the third part explores the basic methods of control of public administration, placing special emphasis on financial control. Credit requirements: active participation in seminars.
Syllabus (in Czech)
  • 1. Úvod do problematiky, důvody existence veřejného sektoru, rozhodování ve veřejné správě (formy, metody, nástroje). 2. Reforma veřejné správy. 3. – 4. Organizace veřejné správy (majetek a hospodaření, Úřad pro zastupování státu ve věcech majetkových, organizační složky státu a příspěvkové organizace státu v komparaci s organizačními složkami a příspěvkovými organizacemi ÚSC) 5. Přínosy a problémy konceptu NPM. Nové směry v řízení veřejné správy. 6. Strategické řízení, kontraktování, spolupráce veřejného a soukromého sektoru. 7. Využití nástrojů marketingu při řízení veřejných organizací. 8. Hodnocení a motivace pracovníků, státní služba (etika veřejných zaměstnanců). 9. Postavení úředníků územních samosprávných celků. 10. Kontrola ve veřejné správě (druhy kontrol, systém kontrolních institucí). 11. – 12. Finanční kontrola ve veřejné správě 13. Interní audit v organizacích VS. Auditing.
