- Course objectives
- Interest in a joint European foreign and security policy and the integration of defence. Differences in the perceptions of problems in particular periods. Blocking treaties from the EDC to the Treaty of Nice and specific activities of European states.
- Syllabus
- The Brussels Pact. Implication, opportunities, reality. The Pleven Plan. Discussions behind the Treaty for a European Defence Community. The ratification process, discussions on new appendices and the “crime of August 30th 1954”. The establishment of a West European union, its reserved role. The search for a European dimension to NATO. De Gaulle on French defence and European defence. France and NATO. “European political co-operation”. . The signposting of joint foreign and security policies in the ‘70s and ‘80s. Discussions on joint foreign and security policies as appropriate “pillars” of the European Union. Joint foreign and security policies when faced with the reality of European conflict (Yugoslavia, etc). Swedish, Irish and Austrian neutrality and their positions towards joint foreign and security policies. A move towards joint foreign, security and defence policies, their strengthening through the Treaty of Nice. The first European military structures. Visions, projects, institutions.
