- Course objectives
- The course aims to provide a basic knowledge of the development of Czech and Czechoslovak state administration after the Second World War, emphasizing the features which characterize this period in comparison with previous historical developments. This applies to: 1) the end of provincial administration and the turbulent development of territorial administrative arrangements; 2) the introduction of national committees, including changes to their organization and the relationship between state administration and municipal administration and the status of municipalities; 3) the coexistence of the state administration and the Communist Party apparatus; 4) building a modern administrative archive during this period.
- Learning outcomes
- Students who complete the course will have: a basic overview of the political and legislative development of Czechoslovakia over this period, of the territorial-administrative developments in Czechoslovakia; they will be able to assess the relevance, allocation and status of the sources for various themes and situations based on a knowledge of the archival records of the central and special administrative bodies during this period.
- Syllabus
- 1. Entrance test – basic knowledge of the issues.
- 2. Czechoslovakia after 1945. Changes to the state borders and the organization of Czech-Slovak relations. The development of Slovakia’s status within the state.
- 3. National committees, their make-up and development. Administration and municipality.
- 4. 1945–1949. Administrative peculiarities in the border territories. State administration, expulsion of German speaking inhabitants and resettlement of borderlands.
- 5. The end of provincial administration and the rise of regional administration. The development of territorial-administrative organization from 1945–1992.
- 6. Constitutional development 1944–1968.
- 7. The model for public administration 1945–1949. Central, provincial and district public administration bodies.
- 8. The model for public administration 1949–1960. Central, regional and district public administration bodies. The issue of elections.
- 9. The model for public administration 1960–1968. Central, regional and district public administration bodies. The status of the municipalities. Changes in the role and status of the national committees.
- 10. The model for public administration 1969–1992. Central, regional and district public administration bodies. The status of the municipalities. Integration. Changes in the role and status of the national committees.

- Teaching methods
- Topics for individual assignments will be arranged after consultation with the lecturer, and will focus on analyses of the existing research into the operation of different state-administrative institutions, based on a study of academic journals and archival material (inventories). Students will visit an archive.
