Appendix 1 – Description and use of analytical methods Quantitative analysis For the quantitative part, we pre-processed the data in three steps. First, we used MorphoDiTa lemmatization and part-of-speech tagging, which converts words into their original form and identifies basic word features (Hajič, 2004; Straková et al., 2014). We then removed from the corpus the most common English stop-words and all punctuation and numeric information (Liu, 2011). Finally, we removed all words apart from nouns, verbs, and adjectives, as these bear most of the meaning. This is a useful approach to limit the complexity of quantitative text analysis (Quinn et al., 2010). The analysis then focused predominantly on frequencies, which provide patterns of word occurrence and co-occurrence in the corpus. The frequency of words is a first indication of topics appearing in the corpus. Moreover, co-occurrence of words within the set unit of meaning (in our case, a sentence) indicates which themes appear together (Krippendorff, 2013). In the first step, we created a list of most frequent words, taking the subset of the top 1,000 terms. We paired these terms with document publication year information to account for the temporal development. In the same manner we also computed the frequencies of the most commonly occurring collocations, yielding a list of the 1,000 most frequent bigrams (twoword phrases) and their occurrence over time. In the second step, we scanned through the relevant literature (see Section 2) and the data corpus itself and identified energy-relevant word pairs and analyzed their frequency of occurrence over time. To better estimate the usage of energy-related terms within the corpus, we normalized the occurrence frequencies based on the length of the documents published each year. Qualitative content analysis The qualitative content analysis uses the inductive coding approach (Corbin & Strauss, 2015; Krippendorff, 2013). Building on the results of the quantitative exploration, the whole corpus was searched using the keyword “energy” and the context of each occurrence was read closely (Smith et al., 1999). Repeatedly occurring themes, i.e. patterns of meaning (Pan & Kosicki, 1993), were identified and turned into mutually-exclusive codes. The codes were kept at the minimal level of abstraction in order to capture the full thematic range of the corpus (Saldaña, 2016). After this stage, codes were organized into more general categories in a process called axial coding (Rivas, 2012), thereby forming a code scheme (see Table 1, expanded version with examples of coded texts can be found in Appendix 4). The corpus was then entered into the Discourse Network Analyzer (DNA) coding software (Leifeld, 2012) and coded. During the coding procedure, those parts of the corpus including the keyword “energy” were again closely read and text segments corresponding to the identified codes were marked accordingly (Krippendorff, 2013; Wesley, 2014). The codes were not treated as mutually exclusive, i.e. one statement could have been coded multiple times if it conveyed multiple recognized patterns of meaning. Along with that, additional information on the document such as date of production were recorded as metadata. After finishing the coding process, these metadata were used to capture the temporal variation in code occurrences and to provide quick insight into the coded segments. To further differentiate the results of the quantitative and qualitative exploration, only the text segments that conveyed substantial meaning were coded. Thus, the instances in which phrases associated with energy cooperation were mentioned only as a label or keyword were not included in the analysis. Such instances typically include bullet point lists such as “The Prime Ministers agreed on the main areas of common interest (policy towards the countries of Eastern Europe with emphasis on Belarus, the eastern dimension of the ENP, energy security) and on the strengthening of cooperation in this format.” (The Visegrad Group, 2008a) The resulting contrast between the sheer frequency of a term’s occurrence and the frequency of instances in which it conveys some meaning then provide additional input for interpretations. In line with Wood and Kroger (2000), Arber et al. (2008), and Ocelík and Osička (2014), two researchers participated on the coding procedure and one additional researcher was involved in resolving disagreements between the coders. All three researchers were involved in the process of the data collection and interpretation, thus, were in the role of expert coders. Frame analysis Frame analysis (Goffman, 1974; Hajer, 1995) builds on the dataset developed during the qualitative content analysis (Section 4.2). It utilizes the insights gained from close reading of the corpus and repeated reading of the coded segments, and zooms out to capture the coherent narratives (frames) through which the Platform gives sense to the most pressing issues of its communication. The frame analysis was conducted pursuant to Entman (1993). Specifically, it addresses three of Entman’s four frame functions as represented by the following questions: What is identified as the main problem in the issue? Which causes are recognized? What solutions are suggested? Appendix 2 – Corpus description This appendix provides an overview of documents included in the corpus. We provide statistics disaggregated at the year level. The Error! Reference source not found. contains two types of information – number of documents and number of words. We provide both total number of documents per year, as well as number of documents per year and document type. We provide three different metrics on number of words – overall word count before preprocessing (used in qualitative analysis), word count after the pre-processing (used in quantitative analysis), and average word count per document (average document length). The table shows clearly there are fluctuations in number of documents, as well as documents missing. These fluctuations are caused by the data availability and inconsistency of data publishing by the Visegrad Group. There are two missing annual reports (2002 and 2007). In 2011, the annual report of the Slovak presidency consisted of two documents. The presidency programme from 2000 was not available as well. Moreover, the length of documents varies. This is in general caused by the fact that annual reports and presidency programmes are long documents in their nature, while news documents are generally shorter. However, the length news is varying significantly as well. Since some documents are much longer, the scale from 8,000 words is condensed to capture all outliers.
