Seminar paper

Seminar paper is prepared and presented by a single student. For the date of your presentation - see the list of presentation which is available below.

Seminar paper should be finished and inserted into the Information System no later than May 2, 2018.

Seminar paper should be at maximum length of 6 - 10 pages A4 in the MS Word processor, maximum double spacing, Arial or Times New Roman, 12 size and must be uploaded into the IS university system - link to the file could be found below. Keep in mind, that content of the seminar paper will be assessed together with the compliance of the rules for academic writing.

28.2.2018 Fiscal Policy (Petra Dvořáková)

Abstract of the Lecture

The presentation is focused on a development of fiscal policy in the Czech Republic in the period 1993 - 2003 (so called transformation period). Theoretical characteristics of fiscal policy are briefly mentioned at the beginning of the lecture. Afterwards the theory is applied to development of fiscal policy in the Czech Republic, that is divided into two main periods. The periods are analyzed separately. The fiscal position of the Czech Republic is compared with the Maastricht fiscal criteria at the end of the lecture.

7.3.2018 Fiscal Imbalance Problem and Public Budgets Reforms (Petra Dvořáková)

Abstract of the lecture

The presentation is divided into two main parts. The introductory part of the lecture contains the theoretical explication of the fiscal imbalance problem, deficit and debt origin and their influence on the public budgets. The second part of the lecture focuses on reforms of public budgets in general, their usual measures and supposed impacts on the public budgets. As an example of a deep reform the Concept of Public Budgets Reform in the Czech Republic (2003 - 2006) is desribed. There are also introduced risks connected with the Concept's realization. The following Czech public budget reform (2008 - 2010) is discussed too in connection to economic crisis.

14.3.2018 Public Administration Reform (Petra Dvořáková)

Abstract of the lecture

The objective of the lecture is to introduce the process and trends of public administration reform in the CR after 1989. The core of the lecture deals with the reform of the territorial public administration (its municipal, district and regional level), particularly with changes of the institutional system.

The lecture is divided into following parts:

  • Brief introduction to Czech and international public administration theory
  • Detailed introduction into Territorial public administration and its reform in Czechoslovakia and the Czech Republic
  • Detailed introduction into Central public administration reform
  • Summary of the reform outputs and outcomes
  • Brief introduction into the current trends of public administration modernization in the Czech Republic

  • Administrative system and current reform projects in home countries of students

21.3.2018 Tax Policy Reform (Robert Jahoda)

Abstract of the lecture

The aim of the lecture is to introduce to the students change of the socialist tax system to the tax system of the market economy, with the impact on harmonisation process of the EU countries. Along with setting off its way to independent existence after the Czechoslovak split-up at the beginning of 1993, the Czech Republic has also completed the tax reform that has been implementing gradually since 1990. The Czech tax system has been brought to a standard western system, with the goal of integration of the Czech republic into the European Union. The lecture is divided into following steps: (1) introduction to the real tax reform, which was realised between 1990 and 1993 (implementing period), (2) description of the particular changes between 1993 and 2000 (adjusting period) and (3) explanation of further changes after 2000 (harmonising period).

In the second part of the lecture we discuss some specific problems connected with the reforms of tax systems in selected countries.

28.3.2018 Fiscal Decentralization (Eduard Bakoš)

Abstract of the lecture

The lecture is divided into two main parts. The introductory part of the lecture contains the theoretical explication of the fiscal federalisms and its origin. The second part of the lecture focuses on fiscal decentralization itself - the case study of Czech Republic. In the beginning we will start with conception of fiscal federalism and decentralization. Then we will turn attention on municipality and its budget. We will examine structure of expenditure and revenue side of municipal budget and development of the tax revenue of the local level government. At the end of the lecture we will solve some specific problems connected with fiscal decentralization in the Czech Republic (eg. fiscal capacity of the regional budgets, development and specification of district authorities and their budgets, debt policy at the local level government, development of the capital revenues, etc).

All students are supposed to prepare answers to the following questions for the lecture:

1. Who are the main economic theoreticians in fiscal federalism? Why?
2. What is the biggest part of the revenue of regions and municipalities in CR
3. What do you think about municipal borrowing? Should municipality have the right to borrow?
4. Identify the principle of subsidiarity in the European Union.

4.4.2018 Social Policy Reform in CR (Robert Jahoda)

Abstract of the lecture

The main aim of the lecture is to discuss the changes, which were introduced in the field of social policy after 1989. The attention is paid to the social security system, which has been transformed from state monopoly system into a plural system based on three tiers: social insurance, state social support and social assistance. In details, particular reforms in the social insurance field are discussed. The history, methods, reform steps and an analysis of the process are presented in the lecture to reveal the complexity of the reform possibilities and outcomes (the level of equity, effectiveness and impact of the EU).

All students are supposed to prepare answers to the following questions for the lecture:

1. What are basic objectives of social policy?

2. Which parts the social policy consists of?

3. Discuss the reasons behind a selected policy change (reform) of your country.

4. How does your government support family with children?

5. Suggest viable reform of the pension system of your country? Which factors should you take into account?
