Abstract of the lecture

The lecture is divided into two main parts. The introductory part of the lecture contains the theoretical explication of the fiscal federalisms and its origin. The second part of the lecture focuses on fiscal decentralization itself - the case study of Czech Republic. In the beginning we will start with conception of fiscal federalism and decentralization. Then we will turn attention on municipality and its budget. We will examine structure of expenditure and revenue side of municipal budget and development of the tax revenue of the local level government. At the end of the lecture we will solve some specific problems connected with fiscal decentralization in the Czech Republic (eg. fiscal capacity of the regional budgets, development and specification of district authorities and their budgets, debt policy at the local level government, development of the capital revenues, etc).

All students are supposed to prepare answers to the following questions for the lecture:

1. Who are the main economic theoreticians in fiscal federalism? Why?
2. What is the biggest part of the revenue of regions and municipalities in CR
3. What do you think about municipal borrowing? Should municipality have the right to borrow?
4. Identify the principle of subsidiarity in the European Union.
