Corruption does push people out of the country, mostly the high-educated ones. Corruption usually slows economic growth, which leads to a decrease in job opportunities. It also lowers the trust in the political stability of the country and overall trust in the country's safety and fairness. Those might be the push factors for migrants regarding corruption. If a high-skilled person migrates from a country with high corruption, there are not many economic reasons for them to come back. They probably earn more in the host country and there's no need to fear that the money could be taken from them without any real cause. It also might push them to not come back to the family and instead try to relocate their family to them to the host country.
