The Schengen Roadmap: adapting EU’s justice and home affairs to new challenges

A necessary corollary of the lifting of internal borders in the EU (in particular in the Schengen area), is the introduction of the management and control of EU’s external borders. To this effect, various instruments (such the EUROSUR – European border surveillance system) and operational capabilities (notably the Frontex border agency) have been set in place. This lecture reviews the instruments and operational capabilities that have been introduced in this field of EU (and member state) activity.

Question for a short position paper and subsequent in-class discussion (question is based on reading): Will the EU be able to develop an integrated border management based on the principle of solidarity and fair sharing of responsibility? Substantiate your answer and describe how responsibility is shared in the current border management system.
