PP3 + Eastern enlargement, problem of constitutionalisation of the EU and discussion about the future of the EU (March 27, Kuchyňková)

The first part of the lecture will be devoted to the key events, which preceded the Eastern enlargement of the EU (in 2004).

The second part will focus on the beginning of the 21st century, when the Member states’ representatives initiated a wide discussion about the future of Europe, which led to the establishment of the European Convention and subsequently to a proposal for “a Constitution for Europe.” But the proposal was not approved due to negative results of referenda in France and the Netherlands. The EU chose to reform its functioning in a less “constitutional” way, and thus the Lisbon Treaty was signed. During this lecture and subsequent discussion about the PP3 the topic of constitutionalisation of the EU will be discussed: Does the EU need any formal constitution? Why yes/not?

In the PP3 you should deal with following questions and problems: Does the EU need any formal constitution? Why yes/not? What shall be the future for the EU? Federalization, or rather the EU of different speeds? Does the EU have any common (political) culture/principles/demos?
