•10 % growth compared to 2015
•1500 – 2000 of them threatened by soc. exclusion or socially excluded

Diversity management

- top-down process inside institutions
- intercultural opening of institutions and services in the city
- intercultural mainstreaming as a cross-section criterion for all policies
