WHAT A MAN HAVE TO DO WITH
INVASIVE ALIEN SPECIES?
Preventive restrictions (Art. 7):
• do not bring in into the territory of the EU
• do not keep it
• do not breed it
• do not transport it within the EU intentionally
• do not place it on the market
• do not use it or exchange it
• do not permit it to reproduce or cultivate
• do not release it into the environment
Prevention of unintentional introduction or spread EU MS

No direct duties for individuals regarding to
• Detection, surveillance
• Emergency measures
• Eradiction

CONCLUSIONS
• Regulation 1143/2014 contains rules characteristic
for a Directive
• Preventive duties imposed on individuals are related
just to species on the list of invasive alien species of
Union concern
• Implementing legislation on national level is
necessary

PRACTICAL APPLICATION
• Za rok platnosti příslušného prováděcího nařízení bylo na PVS
na ruzyňském letišti zkontrolováno celkem 583 zásilek zvířat ze
třetích zemí. V rámci odbavení zásilek byla kontrolována i
přítomnost invazních druhů. Kromě jedné zásilky obsahující 75
ks raka červeného z Indonésie z loňského srpna nedošlo ke
zjištění žádného dalšího dovozu invazního druhu.
• V případě, že pohraniční veterinární kontrola odhalí druhy,
které jsou zařazeny na daném seznamu, nepropustí je do ČR, a
tudíž ani do EU. Výjimka může být udělena pouze na základě
speciálního povolení v souladu s platnou právní úpravou.
