Alien species are plants, animals, fungi and microorganisms that
have been transported across ecological barriers such as
mountain ranges, or oceans as a human intervention, and have
become established in an area outside their natural range.
Invasive alien species means
“an alien species whose
introduction or spread has been
found to threaten or adversely
impact upon biodiversity and
related ecosystem services”.

WHAT A MAN HAVE TO DO WITH
INVASIVE ALIEN SPECIES?
Preventive restrictions (Art. 7):
• do not bring in into the territory of the EU
• do not keep it
• do not breed it
• do not transport it within the EU intentionally
• do not place it on the market
• do not use it or exchange it
• do not permit it to reproduce or cultivate
• do not release it into the environment

WHAT A MAN HAVE TO DO WITH
INVASIVE ALIEN SPECIES?
No direct duties for individuals regarding to
• Detection, surveillance
• Emergency measures
• Eradiction
• Restoration of damaged ecosystems
EU MS are in charge!
CONCLUSIONS
• Regulation 1143/2014 contains rules characteristic for a
Directive
• Preventive duties imposed on individuals are related just to
species on the list of invasive alien species of Union concern
• Implementing legislation on national level is necessary
• In CR, invasive alien species are not included specifically in
current legislation
• Amendments to existing laws are currently prepared by the
MoE in co-operation with MoA
