Seminar 4: Forms of Government, Division of Powers

For our fourth seminar, please read the Federalist Papers No. 46, 47, and 78. If you need some background, I have also included the intro chapter of the book published in OUP - but this intro chapter is not your obligatory reading. 

Furthermore, please read another chapter by Heywood - this will make a transition from the US context to the EU context. In the seminar, we will mostly discuss the European Union and its modus operandi.

If you want to write an essay on this topic, feel free to do so - I will gladly read it and give you feedback.

Essay question

How would you assess the European Union from the perspective of political science (or, if you want, the perspective of the theory of state)? Is it a federation / a confederation / a state / an international organisation / something else? In your opinion, how should it develop in the future and why?
