Course objectives
The objective of this course is to broaden students’ knowledge on the public utilities and their specifics. Public utilities are really important issue today, subject of many innovative and pro-market oriented EU policies.
At the end of this course, students are expected to:
• understand why public utilities are subject of specific public policies
• know main forms of current public utilities regulation
• understand and interpret the legal framework and institutional system of public utilities administration and its public policy in the Czech Republic and abroad
• understand current EU approaches to public utilities and pros and cons of liberalisation of utility sectors
• understand specific aspects of different utility sectors (like transportation, energy supply, water and waste management)
• be able to evaluate utility sectoral policies.

Teaching methods
For the purposes of the combined form, the course is divided into three parts (tutorials). In the tutorials, students are acquainted with the problems of public utilities in order to obtain an overview of this field, and acquire the basic principles of its practical. This leads students to understand all the specifics and help them to write a seminar papers on a selected topic. The main emphasis is put on self-study.
Assessment methods
The course is concluded with an oral exam which has the form of the discussion of seminar work. Students are eligible to go to oral exam provided that they fulfil given conditions:
1. they hand in the seminar paper in a given extent and structure within the obligatory date,
2. they pass 2 on-line auto-correct tests
3. they pass the final on-line test in the IS MU (a test is regarded as successful if at least 60% of answers are correct).

Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
