Students are expected to have basic knowledge of public economy issues, public finances and non-profit organization topics. Recommended prerequisite are the Public Finances I. and Public Sector Economics courses. - Course Enrolment Limitations

- Course objectives
- The objective of the course is to introduce students to the study of main valuation methods and topical problems of control in public sector. Finishing this course will enable student to fully understand control as a management tool, identify control mechanisms in public sector, to describe specifications of control on the highest public administration level as well as on the self governmental units’ level including other public administration institutions. Students will interpret basic characterization of financial control and audit in public administration. They will be able to analyze and distinguish between different corruption impacts and talk about ethics in public administration with its institutional aspects. Students will be able to evaluate basic differences between control institutions and their place within CZ as well as EU regions.
- Syllabus
- The course is taught in four-hour blocks including one excursion to check and inspection institutions in Brno, eventually in Prague. There will be several lessons with the participation of experts from different institutions.
- Syllabus:
- 1.-2. Check as a management tool. Types of check, their basic functions and outcomes.
- 3.-4. Check systems in the public sector and central check administration within the public administration sector.
- 5.-6. Specifications of the municipal authorities’ check and the description of selected statutory institutions including the financial check in public administration.
- 7.-8. Issues connected with public tenders.
- 9.-10. Corruption and ethics in public administration.
- 11.-12. Characteristics of check institutions in the Czech Republic and EU (including the comparison of check conceptions)
- 13. Elaboration and presentation of a final thesis (15 – 20 pages long)

- Teaching methods
- The course takes the form of lectures. There are explained basic thesis of control in public sector within lectures. Presentation of students'works is a part of a lecture. Within the course is being made complete analysis of control mechanisms used within public sector on base of current legislature. In different case studies will be explained application of all control mechanisms with aim to categorize different types of control on real situations with stress pit on financial systems control in public administration within governmental and self-governmental units.
- Assessment methods
- Exame is in the oral form. Prerequisition is one written test and presentation of seminar paper with the 60% minimum score.If student will be caught cheating during the exam,including cribbing,taking out of tests and in general performing of any behavior disturbing the exam's course,the teacher will cancel exam and is allowed to clasify such student with F,FF and even FFF.
