Course objectives
The objective of the subject is to grasp the function and importance of regional policy as a structured and internally differentiated tool for implementing the programmes of the government and those of the EU. The subject aims to express the factors, which lead to a certain form of regional policy. The integral part of the course is the discussion of the liberal and social approach to regional policy. The content is made up of three basic topic areas: theoretical concepts of attitudes to the development of regions, methods of regional economic analysis and regional policy as an element of economic policy. Theoretical concepts stem from historical development of spatial theories, which in the middle of the 20th century led to the constitution of two branches of regional economy - American and European branches. The discussion of both trends makes it possible to express the factors influencing theoretical reflections and the resulting recommendations to governments. The regional economic analysis uses both macroeconomic and microeconomic methods. The former deals with the analysis of economic level, the latter with the analysis of regional markets, natural monopolies in the region, failures of regional markets, range of action of a firm, production factors mobility, relation between globalization and regionalization, etc. Economic analyses result in creation of models, such as dynamic macroeconomic growth model, econometric models of services distribution, etc. The previous two areas are the starting point for the justification of existence of regional policy in modern open society. They are linked with the issues connected with application of the theory of economic policy to the target of regional development. Two basic types of regional policy are analyzed in the context of economic cycle, the principles of the EU regional policy and their applicability to the condition in the CR. Special emphasis is put on the regional aspects of impacts in case of individual tools of economic policy.
