- Course objectives
- The principal aim is to guide students to the application of economic theory concepts to the area of social policy and labour market policy. It is necessary to enhance the understanding of relations between social and economic targets and the reasons for, advantages and problems of different methods of funding the social policy measures. Finally, the subject aims to increase the ability to analyze and theoretically justify the economic effects of social policy and labour market policy. The structure of the course is made up of the following areas: Social justice and the role of the state in the economic theory - interventions because of efficiency and interventions because of social justice, economic and social functions of social policy - policy of risk elimination and redistribution policy. Methods of funding social policy and their evaluation, social security and its forms. Income inequality and poverty, methods of their measurement and elimination. Income tested benefits and their impacts (redistribution, individual direction, side effects, incentives, and social policy efficiency. Several alternative solutions (interconnection with the taxation system etc.). Contemporary trends in social policy in the EU and their impact on the CR. Contemporary trends in labour markets - the development of the relationship between inflation and unemployment, natural rate of unemployment, relationships of frictional, cyclical and structural unemployment, hysteresis of labour markets and its causes. Efficiency of labour market policy, possibilities of its measurement and affecting it in a positive way.
