The course is designed for first-year students of combined studies in the Public Economics and Administration field of study - specialization: NGOs.

Course objectives
Main objectives of the course include the following:
- understanding the specificity of public policy and its connections with public economics. Public policy is introduced though policy cycle phases: formulation of policy agenda; decision making; implementation; evaluation
- teaching students to analyze consequences of the policy and predict (or evaluate) the impact of the policy
- understanding the principle of the evaluation method and being able to apply at least one of them (Cost-benefit analysis)

  • 1. Public policy (review of previous knowledge)
  • 2. Concept of policy cycle
  • 3. Other models of public policies; approaches to the definition of a desired outcome of the policy
  • 4. Role of state and theory of bureaucracy
  • 5. Projects and programs as a tool for policy design and implementation
  • 6. Methods for creating new ideas
  • 7. Policy agenda formulation, lobbying
  • 8. Implementation and implementation failures
  • 9. Evaluation of the policy output and outcomes
  • 10. Methods for evaluation (CMA, CEA, CUA, CBA)
  • 11. Specificity of methods (the problem of life and time valuation)
  • 12. Cost-benefit analysis

Teaching methods
Presentation and class discuson related to introduced topic. Student prove knowledges through two homeworks. Homeworks are focused on application of knowledges.
Assessment methods
The course takes the form of a lecture. The lecture is divided into two parts. The main emphasis is put on self-study. The course is concluded with an oral exam. Students are eligible to take the written exam provided that they fulfill given conditions:
1. they hand in a seminar papers (two) in a given extent and structure within the obligatory date.
Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
