Course objectives
Britain has routinely used project appraisal of transport schemes as part of its decision making process for approaching 50 years and is widely recognised as a world leader in the field. This course will examine the principles of project appraisal and current British practice, including the ongoing debate about the wider economic impact of transport projects. It will take as case studies the major Crossrail project in London and the proposal for a new high speed line from London to the North of England.
Syllabus
  • Principles of project appraisal; financial appraisal and cost-benefit analysis
  • Capital budgeting. Acceptance tests, choice between alternatives, capital rationing, deferment, examples
  • Financing transport projects; the effects of alternative financing media in appraisal; purchase and lease finance
  • Valuation of costs and benefits (1); willingness to pay methods (RP & SP); valuation of travel time benefits
  • Valuation of costs and benefits (2); applications to safety and environmental impacts
  • Allowing for risk and uncertainty in transport appraisal
  • Rail project appraisal case study
