- Course objectives
- Development of Public Policy Programmes (TPVP) The aim of the course is to familiarise students with methodology and concrete procedures of devising and implementing social and public policy programmes. The course provides details of the appropriate stages of the political process, such as: formation of political agenda and formulation of social problems planning of political programme making political decisions implementation evaluation Special attention is paid to the implementation process and to the "implementation deficit". The course explores especially organisational causes of ineffective and inefficient implementation of political programmes. It teaches methods of devising rules of organisational culture. A special emphasis is put on evaluation techniques using scientific methods. Students will study in more depth how to use experimental methods for evaluation of planned programmes and methods of evaluating the effects of realised programmes. The seminars will provide an opportunity to solve case studies concerning organisational support of political programmes. The course builds on the subjects Social Policy, Labour Markets and Policy of Employment, Decision-making and Management in the Public Sector, Management. Credit requirements: completing a case study. Examination: written test
