Course objectives
Course introduced students to problems of public policy and territorial governance and self-governance. Students gain knowledge about public policy in the context of political systems. It also deals with policy, which is targeted on its functioning on local and regional levels. A part oriented on territorial administration informs students about principles of function of public administration system and about history of its development. Attention is drawn to territorial state governance and sef-governance (division, functioning, regulations).
Syllabus
  • 1.Definition of basic concepts and continuities.
  • 2.Public policy and its relation to other disciplines.
  • 3.Policy, political ideologies, policy on local and regional level.
  • 4.History of public administration.
  • 5.Reform of territorial public administration, contemporary system of public administration.
  • 6.Territorial state government and self-government (state government with orientation on its functioning in territory).
  • 7.Principles of function of self-government, community, region.
  • 8.Elections to regional and community representation.
  • 9.Local referendum, petition and freedom to assemble right.
  • 10.Creation of regulations by territorial self-government units.
  • 11. Inspection on self-government activities.
  • 12.-13.Chosen aspects of public administration decisions and allocation of public resources.
