- Course objectives
- This course proceeds from the knowledge attained in the course Public Economics. It also takes into account the content of parallel course Public Finance. Gaining the up-to-date data concerning the financing and management of particular public sector industries is being emphasized.
The course is divided into two parts, the cross-sectional one and another focused on the particular industries.
At the end of the first part, students should be able to:
-in depth analyze the major causes of the existence of both the public sector as a whole and its separate parts
-express alternative concepts of the effectiveness of the public sector and its structural changes
-understand and apply the core principles of the public procurement
-formulate the results of the public choice utilizing (resp. its concrete mechanisms)
Mainly the students should be able to interpret concret basic economic categories of the public sector such as the output, costs, price, remuneration, motivation, investment, innovation, including their application to the entire non-profit sector.
The second part of the course is dedicated to the economy and management of the main public sector industries. The comparison wit the EU countries is assumed. Students will understand the tenet of the particular industries performing, as well as the principles of the public services providing.
Credit requirements: seminar paper and its presentation at a seminar. Examination: oral. - Syllabus
- Students will be introduced into the course by the entrance test examining their knowledge of public economics, macro and microeconomics, public sector history, public goods theory, etc. Content of the course is divided into two parts, the cross-sectional one and another focused on the particular industries. The structure of the course is as follows:
- -Cross-sectional topics: The management tools applicable within the public sector, such as public procurement, the project evaluation, crisis management, etc.

- -Housing
- -Transport

- Assessment methods
- The course is concluded by the oral exam. Student can attend the oral exam provided that she/he fulfills given conditions:
Write and defend the seminary work
If student commits a prohibited act, such as usage of various forbidden tools, cribbing, taking out any part of the exam or any other cheating, teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. Mentioned procedure relates to all the activities that are included to the final evaluation of the course (seminar work, essays, tests etc.). - Language of instruction
