Course objectives
A compulsory course for the programme Regional development and administration, developing knowledge gained in the lecture The European Union and Laws. It focuses on gaining further knowledge of the EU structural and regional policy. Special attention is drawn to the structural funds, and also to the regional division of the EU and its hierarchical structure (NUTS regions).
At the end of the course students should be able to:
- discuss the importance of the regional diferencies in the EU;
- judge significance and the contribution of cohesion policy;
- analyse tools for cohesion policy;
- compare regions NUTS II and their differentiation.
Syllabus
  • 1. Main principles of structural and regional policy of the EU, history of structural and regional policy in the EC.
  • 2. Structural funds and other funds and institutions financing structural and regional policy. Structural funds - European Regional Development Fund (ERDF) and European Social Fund (ESF); Cohesion Fund; European Agricultural Fund for Rural Development (EAFRD) and European Fisheries Fund (EFF); European Investment Bank.
  • 3. Legislative support of the structural and regional policy.
  • 4 – 5. Priorities of structural and regional policy of the EU. Objectives of the structural policy in the years 1989-99 (Obj. 1 - 6), in period 2000-2006 (Obj. 1 - 3) and 2007-2013. Regions supported by structural funds. Description of the selected projects.
  • 6. Community Iniciatives in the years 1989-99 and in period 2000-2006 with a view to iniciatives with regional dimension (without INTERREG program).
  • 7. Crossborder cooperation in the EU. Euroregions. Programs supported development of euroregions (INTERREG I - IV). Description of the selected projects.
  • 8-9. The Czech Republic and crossborder cooperation. Euroregions in the Czech Republic, history (programmes PHARE – CBC) and recent situation, problems of cooperation and perspective. Description of the selected projects.
  • 10 – 13. Regional division of the EU. NUTS regions of hierarchical level 1 and 2 per countries of the EU, their basic demographic and economic characteristics.

Teaching methods
The course is taught as both lectures (2 hours per week) and seminars (2 hours per 2 weeks).
Assessment methods
Form of examination: written test. It is necessary to gain more than 60 % of overall assessment to pass the exam.
