Course objectives
European Union and Law The course aims to acquaint students with the European Union and European Communities with the use of concrete information about the Union`s profile, their law, institutions, content and forms of their work.
At the end of the course students should be able to:
- understand and explain development, present state and future development of the EU;
- understand the rudiments of law and organizational structure of EC/EU ;
- understand and analyze common policies of the EU;
- work with information on regional division of the EU.
Syllabus
  • 1. Development of post-war Europe and the processes of integration, basic pillars and principles of the European Union.
  • 2. Introduction to European law, national, international and community law.
  • 3. EC law concept and characteristics, primary and secondary sources.
  • 4. Relation of EC law and national law (direct effect, priority).
  • 5. Legal aspects of EU Economic competition.
  • 6. Basic documents of EC and EU (primary law) - Treaty of Maastricht, Treaty of Amsterdam, Treaty of Nice, Treaty of Lisbon.
  • 7. Bodies and institutions of the EU and the EC and their competencies.
  • 8. Internal (single) market, Economic and monetary union (convergence criteria, European Monetary System).
  • 9. Budget of the EU, receipts and expenditures, basic development trends.
  • 10. Common policies of the EU and their demonstration at chosen examples (agriculture, trade and transport policies).
  • 11. Basic principles of EU regional policy, structural funds.
  • 12. Europe of the regions, regional division of the EU (NUTS an LAU), cross-border cooperation and euroregions.
  • 13. External relations of the EU, association and other agreements, relations with others states and communities, development policy.

Teaching methods
The course takes the form of a lecture. The lecture (6 hours) is divided into two parts:
first part contain thema 2-7,
second part thema 1 and 8-13.
The main emphasis is laid on self-study.
Assessment methods
The written exam consists of multiple choice test. It is necessary to gain more than 60 % of overall assessment to pass the exam.
