- Course objectives
- The aim of the course is to give the students a chance to understand principles of policy formulation and policy analysis in the general context; learn to use policy analysis methods and use that general framework for detailed insight into one of the most important public policies - health policy.
- Learning outcomes
- Student will be able to:
- evaluate outputs and coutcomes of puiblic policies
- to understand the complexicy of public policy issues - to analyze the process of policy formulation and implementation
- to understand basic priciples of health care sector and health economics - Syllabus
- The course is split into two parts. The first one provides a general knowledge base about policy analysis while the second applies this knowledge on health policy.
- MODULE 1 – PUBLIC POLICY AND ITS ANALYSIS
- 1) Public policy’s basic principles, values, and issues
- 2) Concepts for public policies investigation and policy making
- 3) Actors and their roles
- 4) Implementation, foreseeing the outcomes of the public policy
- 5) Policy analysis – principles, general approaches
- 6) Selected methods of a public policy analysis
- MODULE 2 – HEALTH POLICY (HP)
- 7) Introduction to health policy; objectives of HP; health – concept, measurement; policy issues, equity, freedom of choice...
- 8) Health care systems - organization, institutions, economics
- 9) Actors and policy measures
- 10) Financial systems as a subject of policy negotiations
- 11) Selected segment of HP analysis, recommending preferred policies

- Teaching methods
- Main learning methods: lectures, seminars with group discussions, readings (200-250 pages).
Tutorials are held one per two weeks, while a week without contact with a tutor is designated for reading. - Assessment methods
- Reaching at least 50% from a midterm exam is required for an access to the final oral examination.
The final grade is composed of: 20% essay presentation and defense, 30% essay midterm, 50% midterm - Language of instruction
