Course objectives
The course aims to provide participants with basic skills on how to innovate the management of the economic agenda of municipalities, regions, and micro-regions using geographic information systems. Participants will not only learn the primary purpose and benefits of using GIS in financial planning across different agendas of a municipality, region or micro-region but also learn essential skills, including the processing of big data without programming knowledge and their subsequent possibility of basic visualization through standard tools (such as MS Excel), but also through GIS, which allows visualizing phenomena that are difficult to display using graphs. Therefore, the output will also be knowledge of effective benchmarking of municipalities across the country in the financial planning of various agendas.
Learning outcomes
The student will learn the possibilities of using geographic information systems for managing economic planning in the public sector, including benchmarking, and will acquire the following skills: - overview and search of open data - processing big data without programming skills - data cleaning and basic data processing and visualisation - data transformation for geographic information systems - data visualisation in geographic information systems
Syllabus
  • The course consists of 14 tutorials, which are supported by presentations, annotated audio presentations, video tutorials and a support manual. The tutorials are as follows: Tutorial 1: Introduction to the course Tutorial 2: Required software and freeware solutions Tutorial 3: Basic demonstration of economic open BIG DAT and its structure Tutorial 4: BIG DAT structure on municipal revenue and expenditure Tutorial 5: Collecting, transforming and filtering BIG DAT to make your work easier Tutorial 6: Pairing data Tutorial 7: Basic data analysis and visualization - creating tables and graphs Tutorial 8: Introducing GIS and preparing data to work in a GIS environment Tutorial 9: Visualization through GIS Tutorial 10: Open data - other collection options and their applications Tutorial 11: Example of temperature maps Tutorial 12: CSU Geoportal Tutorial 13: Pasportization and cadastre Tutorial 14: Implementation in municipal planning and activities

Teaching methods
1) Interactive learning: engaging students in an active learning process including discussion of selected topics. 2) Demonstration: specific skills and techniques will be demonstrated. 3) Case studies: analysis of a real example . Students will see the search for a specific solution based on information that is publicly available. 4) Question and Answer Method: The course will ask relevant questions and students will have the opportunity to comment on them in the context of their current practice. 5) Visual aids: use of pictures, graphs, videos and presentations to illustrate the material. 6) Presentations by practitioners.
Assessment methods
Students will be evaluated on the basis of personal active completion of the course on-site, where knowledge from study materials available online and studied in advance will also be tested.

The course is intended for representatives of regional authorities, smaller towns, municipalities with extended competence, municipalities with municipal authority and medium-sized and small cities, and representatives of micro-regions, voluntary associations of municipalities or local action groups. These may be professional officials from municipal or municipal authorities and representatives from the executive bodies of these municipalities and micro-regions.
