Course objectives
The aim of the course is that the students could be able to understand the processes of the creation and implementation of the public and social policies and public programmes. They should be able to reflect on these processes and to make reasoned decisions in their expected administrative, managerial and professional roles.
Syllabus
  • Public policy as practice and scientific discipline. Etthics and public policy. Public policy as structure and process. Market, state and civic sector as the institutions regulating the public issues. State and its institutions. Theory of the state. Public administration and bureaucracy.New Public Administration., New Public Management. Theory of creation of public agendas. Definition of the problem and the role of policy analysis. Racional and incremental models of decision making in public policy. Power in decision making in public policy and sources of power. Implementation of public programmes and services. Implementation top down and bottom – up. Systems of public policy delivery mix).
