Course objectives
The aim of the course is to introduce basic principles, objectives, functions and instruments of education policy in the Czech republic and abroad; especially the role of education, scholarship and qualification in contemporary knowledge society is accentuated. Students are conduced to: understand the key relationships between education and other social policies (especially labour market policy and its bonds to human capital, employability, life-long learning and education-to-employment transition regimes), perceive educational and training programs design and implementation, evaluate their effects for various actors, and suggest appropriate and effective solutions of educational problems. Great emphasis is put also on the economic (education in the system of public budgeting, costs and benefits of education outcomes) as well as social aspects of education (inequalities in education, inclusive approach in education policy).
Learning outcomes
Students are conduced to: understand the key relationships between education and other social policies (especially labour market policy and its bonds to human capital, employability, life-long learning and education-to-employment transition regimes); perceive educational and training programs design and implementation; evaluate their effects for various actors; and suggest appropriate and effective solutions of educational problems.
Syllabus
  • 1) Educational policy as a substantial part of social (public) policy – its functions, principles, objectives, actors, levels, relationships to the other social policies, financing (including public funding), costs and benefits of education. 2) Primary education and vocational training as an entrance ticket to the labour market – educational systems (regional education and tertiary education systems), their objectives, subjects, programmes, outcomes and effects in national as well as European perspective. The importance of measures to support smooth transitions from education to the labour market (e.g. transition regimes, key characteristics and international experiences). 3) Additional (life-long) learning as an instrument of labour force adaptability, labour market flexibility and application, reproduction and diffusion of basic knowledge level – life-long learning, adult education in different life-course cycles, labour force development, vocational training (Czech and European perspective).
