Course objectives
The aim of the course is to present the dimension of the lowest level of polity, politics and policy - the local one. Students will understand the functioning of local polity, politics and policy in a number of its dimensions - self-governing, historical, financial, institutional, electoral, foreign.
Learning outcomes
Student will be able to: - to understand the system of public service,
- to understand the system of local authorities, local political parties and coalitions,
- to understand the index of functions of municipalities,
- to understand the local election system,
- to interpret the system of financing of municiaplities and to confront it with the concept of fiscal federalism,
- to write a paper which analyze the local cleavages.
