- Course objectives
- The aim of this course (in connection with bachelor course „Administrative Law“) is to provide deeper theoretical knowledge of the issue of public administration organization.
At the end of this course students should be able:
to understand legal aspects of public administration organization, to differentiate particular levels of public administration organization; to identify the main characters of the public administration organization; to analyze a relation between public administration and other subjects; to explain and apply the principles of good administration; to evaluate requirements on public administrative organization. - Syllabus
- 1. Public administration as an organization (notion, characteristics, legal bases).
- 2. Organizational principles, power and models. Subjects and performers of public administration.
- 3. History of public administration organization in the Czech Republic.
- 4. Government, Departments and other central state administration authorities (central state administration bodies).
- 5. Independent authorities of public administration. Public brigades.
- 6. Territorial administrative authorities (territorially deconcentrated state administration bodies).
- 7. Territorial self-government and its reforming.
- 8. Local self-government I.
- 9. Local self-government II.
- 10. Regional self-government.
- 11. Relations between municipalities and regions. Citizens’ participation in territorial self-government.

- Oral exam. Requirement for the access to the oral exam is a submission of the semester paper/essay (range 10 pages) - to check the self-study/homework.
