Course objectives
At the end of this course the student will be able to understand the essence and mission of the object of Environmental Law (general and special part), to explain its functions, to argue its justness. The student will be able to work with the sources of Environmental Law (general and special part). The student will be able to create the legal view for the concrete cases, to assign the competent authority and formulate the appropriate filling.
Syllabus
  • Constitutional bases of the Environment Law; the right to favourable environment; the right to environmental information Subjects of the Environmental Law I – organization and forms of public administration in the environmental field Subjects of the Environmental Law II – public participation in environmental protection Managing conflicts of interest in the area I – Environmental Impact Assessment Managing conflicts of interest in the area II – Integrated Pollution Prevention and Control Managing conflicts of interest in the area III – Environmental protection in the process according to the Building Act Relationships of liability in the Environmental Law – the system of liability relations in the Environmental Law, administrative law liability, criminal liability Relationships of liability in the Environmental Law – civil liability, liability for environmental damage Economic instruments for environmental protection Property rights issues and environmental protection Legal means of solving incidents with environmental impacts (legal regulation of the risks associated with natural disasters and industrial accidents) Protection of public health from noise and other negative influences Free theme (i.e. Global warming and protect the ozone layer)

Teaching methods
Lectures according to given syllabus.An analytical look at the contemporary legislation and the judicial acts connected therewith and the application relating to the subject to be lectured. Power point presentations will be used and students will be given an interactive approach during the lecture. Hence students will be given a chance to ask questions regarding to the subject of the lecture.
Assessment methods
The exam will be combined. Written test: Model example case – solving theoretical and practical issues which are connected with the case. Student needs to have at least 50% of that task correct so that they would pass the test. Oral exam: Student has to prove his or her knowledge of the topic they selected by lot. The total classification: Is made by the examiner on the ground of the score attained in both the written and oral exams. If one part is evaluated F, the final result is F. It is not allowed to use legal enactments in preparation for oral exam.
