Course objectives
The aim of the course is to provide a theoretical basis of the problematics of the public construction law from the theoretical and also practical perspective, current changes are included. Main topics will be taught with consideration of the process of ongoing reforms of public administration. The attention during the course will be focused on the explanation of basic terminology of the public construction law, individual processes of the authorities under the Building Act, with the concentration on town and country planning, the Building Code and relevant issues.
Learning outcomes
At the end of the course students should be able to: knows the basic theoretical and practical knowledge in the field of public construction law, is able to explain the context and the relationship between construction law and administrative law, is able to properly apply the law to various examples from practice.

  • 1. Introduction.
  • 2. Introduction to planning. Building offices.
  • 3. Planning proceedings, types, specific of planning proceedins.
  • 4. Reporting buildings, authorization of construction, specific construction proceedings, authorized inspector, public contract.
  • 5. Inspection of buildings.
  • 6. Removal of buildings. Penalty proceedings under the Building Act.

Assessment methods
The condition for the colloquium is to develop and defend a project seminar. Its range is set at approximately 5 pages. The work will involve the analysis of case law relating to the selected problem. The selected topic will be orally presented in the colloquium. Students must be able to work to defend and respond to questions on the matter.
