Course objectives
The aim of the course is to provide the basic structure and the necessary scope of knowledge about the organizational structure of public administration, as well as the activities of public administration in its various forms, as an important governing social system, significantly profiled by legal regulation. In addition, orientation in the basic aspects and problems of modern public administration in the conditions of a democratic state governed by the rule of law and in the European administrative area, on decision-making processes in public administration (including the operation of the principles of good administration), on the personnel basis of public administration and the civil service and their importance, on the role and importance of public administration ethics, on reform processes in public administration, including the current stage, as well as on trends in this area, including modernisation efforts.
Learning outcomes
After successful completion of the course Administrative Science: student - has a deeper knowledge of the actual structure and functioning of public administration as a social management systém, is able to orientace in fundamental aspects and problems of modern public administration in a democratic rule of law and the European administrative area, has knowledge of the decision-making processes in public administration (including the principles of good governance), of a personal basis of public administration and civil service, of the principles of ethics and ethical codes, - is able to orientate in in information policy and standards of public administration, - can design problem solving specific issues related to the organization and activities of public administration, with respect to the current reformative process, - is able to convey knowledge of the latest developments and trends in European public administration systems for the preparation of modernization processes in public administration.

  • The term and the subject of administrative science, history of administrative science’s research, approaches to the administrative science’s research, organization of public administration and public administration’s organizational principles, public administration’s decision making procedures and its factors and principles, criteria of public administration’s effectiveness, transparency, liability and supervision of public administration, information policy and public administration’s standards, personal aspect of public administration and institute of the civil service, public administration’s ethics, the importance of public administration’s research in the modern democratic legal state, values and principles of the European administrative area and its formation, reformative processes in public administration.
