Course objectives
This module will enable students to: • Critically analyse the nature of project management with special emphasis on managing European projects and projects funded from international sources • Use appropriate techniques for planning and managing projects including managing change and risks including preparation of successful project proposals for service or grant funding • To develop understanding of principles of managing people and teams in projects • To develop understanding of project logistics and administration including managing project resources in particular the project budgets and financial resources • To develop understanding the system of project reporting, monitoring and auditing na its set up at the PA institutions • To critically review the project management system within the PA institutions After completion of the module the students should be able to: a) will be able to critically analyse and set up and effective project management systems within the PA institution both as an accepting and/or donor organisation b) will understand the principles of project management and will achieve the skill of project planning against project call priorities c) will be able to elaborate sound project feasibility studies including evaluation of effectiveness of project investments d) will be able to manage, organise and co-ordinate project activities, consortia, people and teams, as well as resources in particular the financial ones and finally manage project risks and change e) will be able to set up effective project monitoring and reporting systems including set up of relevant monitoring parameters f) will be able to set up a project call evaluation system

  • • Project definition and typology; international projects • Projects calls; project specifications; types of project calls; call evaluation process – criteria specification, process organisation and documentation • Planning and preparation of projects; Logical Framework Matrix; Seeking for partners; Forming project consortia; Lobbying; Feasibility studies; Financing projects and managing investments • Project organisations and co-ordination; roles and managing structures of projects; managing project consortia; intercultural and international issues of project management • Planning of project activities; CPM and PERT methods of activities scheduling • Planning and allocation of project resources; planning co-operations, balancing outsourcing – in sourcing – co-sourcing; • Managing and decision making techniques in projects • Managing people and project teams; project cultures • Monitoring and project performance and quality measurement; Project reporting, monitoring and auditing; monitoring and auditing of international and European projects; Managing project documentation and administration • Managing project budgets; budgeting and cost management – personnel costs, services, overheads, travel costs, etc.; procurement of goods, services and works in projects with special emphasis on public procurement; managing project bank accounts • Managing change and risk in projects

Teaching methods
Range of Modes of Contacts: Lectures, use of commented presentations, group discussions, group seminar activities, brainstorming, case studies. Range of Other Learning Methods: Independent learning, self-study, elaboration of the written assignment, individual consultations.
Assessment methods
Type and Weighting of Assessment Elements: 100 % written assignment Further information on assessment Active participation in module seminars includes the debate concerning individual topics, which is highly appreciated, the knowledge of case studies, written assignments. Illustrative assignment and assessment criteria: Elaborate a feasibility study of a project of your own choice. Identify the project principal parameters by the use of the Logical Framework Matrix approach. Analyse technical, financial and operational feasibility of the project. Define criteria for relevant partnership and propose a project consortium. Analyse net present value of the project investment. The assessment will be based on evaluation of appropriate analytical models applied at project planning Expected Form of Feedback: Formative and summative feedback will be provided to each student individually. Written comments with individual coursework assignments. Oral feedback upon request.
