Course objectives
This module will enable students to: a) theoretical introduction • understand and apply the principles of legal thinking • acquire the knowledge on procedures in the area of decision making of public administration institutions in all their forms, with respect to their limits and principles • acquire the knowledge on the ways and procedures how to make legal rules and internal regulations for natural persons and legal entities b) preparation and the actual elaboration of the dissertation thesis • acquire and apply the methods for completing the dissertation thesis • acquire the skills for using domestic and foreign literature and sources • be able to discuss and deal with the topic of the dissertation with the supervisor After completion of the module the students should be able to: • use the methods for dealing with the dissertation and working with literature • be well informed about the law literature and its sources • critically analyze the sources studied and take own views • be able to use law information systems • critically analyze existing legal rules and regulations • be able to apply the basic principles for making legal rules in practice • to know and be familiar with in the structure of decision making process of public administration bodies, distinguish particular types of decision making process according to their main features • be acquainted in the structure of the main claims posed on the decision making and decision taking of public administration bodies, with understanding main decision making limits with legal and ethic aspects and use them in practice

  • The module addresses the following topics: A. Legal system. Legal methods, functions of law, legal terminology and sources of law. Legal principles and customs. Interpretation of legal rules. B. Creation of legal regulations, legislative process and legislative rules. The specific features of rules creation process in public administration. C. The theory of decision making process in public administration. Characteristic features, limits and principles of decision making process in public administration. Ethical and legal criteria for decision making process in public administration D. Legal information systems. E. Dissertation thesis. Methods of elaboration of a dissertation thesis. Formal layout of the dissertation. Extent and contents structure of the dissertation. Sources of law literature. Using the literature and citing the sources. Dissertation consultations.

Teaching methods
Range of Modes of Contacts: Lectures, use of commented presentations, group discussions, group seminar activities, brainstorming, case studies. Range of Other Learning Methods: Independent learning, self-study, elaboration of the dissertation thesis, individual consultations.
Assessment methods
Type and Weighting of Assessment Elements: 100 % dissertation thesis and participation in group seminar activites Further information on assessment Active participation in seminars includes the discussions concerning individual topics, which is highly appreciated, the knowledge of case studies, written assignments. Knowledge and skills acquired will be assessed in each term and finally upon the dissertation submitted and its defence. Expected Form of Feedback: The student will be informed about the results of their dissertation individually in the form of written assessment (one assessment is provided from the tutor and two from opponents). Two opponents are appointed from among the module teachers. All three assessors suggest the evaluation of the dissertation and state whether they recommend the dissertation to be accepted and defended. During the dissertation defence (viva voce) the candidate responds to comments of tutor and opponents. The defence is concluded by the overall assessment of the dissertation. The faculty checks continuously whether the outcomes of dissertations have successfully been exploited in practice. The achievements of dissertations are published in books or journals and the faculty monitors the response.
