Course objectives
The aim of the course is to provide, in connection with the study of the subject Administrative Law in the Bachelor's degree, a deeper theoretical basis of the problems of public administration, especially its legal aspects, from the systemic point of view, as well as legal and non-legal forms of public administration, their main types and features, some specific components of the powers of administrative authorities (normative, discretionary, supervisory, sanctioning), the requirements placed on the activities of public administration as part of public power, the relationship of administration to the areas of its activity, the principles of good administration, and the creation and operation of the European administrative area, control exercised over public administration and the responsibility of public administration.
Syllabus
  • 1. Public administration activities. Concept, system. Forms of implementation of public administration. 2. Legal and non-legal forms of public administration. Types and features of the main legal forms. 3. Problems of legal interpretation, vague concepts, administrative discretion. 4. Requirements for public administration activities. The principle of legality and other principles of public administration. 5. Normative power of public administration (including internal regulations), legal-application power. Role of case law. 6. Supervisory power of public administration, state control. 7. Sanctioning power of public administration. Administrative punishment. 8. Transparency of public administration, protection of specified types of information. 9. Legal guarantees in public administration, system of guarantees. 10. Control of public administration. System of control. 11. Judicial control of public administration. 12. Liability of public administration for damage caused.

Teaching methods
Collective consultations (lectures) in  presence and online form, supported by e-learning through an interactive curriculum, developing distance learning using study materials. Self-study of certain parts of the required literature.
Assessment methods
An oral examination consisting of answering two questions drawn from a predetermined set of questions based on the course syllabus.
