Course objectives
The main objective of the course is to introduce students to the issues of public procurement. The approach is complex – from the process of entering into a public contract to the review of the process by the state authority or courts. At the end of this course, students should have the knowledge of the legal regulation and its principles as well as practical questions due to the participation of professional experts.
Learning outcomes
Students shall gain basic knowledge in the area of public procurement, about the scope of legal regulation, the different types of procurement proceedings and particular procedures, the defense options for the provider and remedial measures.

  • 1) Legal regulation, basic terms, 2) Initiation, publication, legal capacity, qualification, 3) Administration of offers, disqualification of contenders, termination, changes of contract, 4) Socially responsible procurement – social, environmental, inovative aspects, 5) Assessment of offers, 6) Construction contract specifics, 7) Special procedures, 8) Inspection of public offers, 9) Decision-making practice, judicautre

  • Studijní materiály vyučujících ve studijních materiíálech.
Teaching methods (in Czech)
Výuka bude probíhat v prezenční podobě, a to formou kombinace teoretické části (prezentace jednotlivých institutů zákona) a části praktické, ve které budou studenti řešit modelové situace a praktické příklady. Výuka bude probíhat ve dvouhodinových cvičeních 12 x za semestr (tj. 1 seminář týdně), přičemž jednotlivá témata budou rozdělena mezi vyučující dle jejich specializace. Studentům tak bude poskytnuta možnost seznámit se detailně s konkrétním tématem od toho vyučujícího, který se s ním setkává ve své každodenní profesní praxi. Studenti tak získají konkurenční výhodu při zájmu o zaměstnání u potenciálního zaměstnavatele, zejména u Úřadu pro ochranu hospodářské soutěže a veřejných či sektorových zadavatelů.
Assessment methods
Final test consisting of 20 random answer questions focused only on the topics discussed during the course.
