Course objectives
The course in Health Care and Policy introduces the students to the analysis of health care systems, managerial and policy issues and techniques for decision-making in health care. The subjects covered include health services research, health policy, health economics, and law.
Learning outcomes
By the end of this course student should be able to:
- describe the term Public Health, describe theoretical framework and practice of Public Health;
- identify managerial and policy issues and techniques for decision-making in health care;
- demonstrate knowledge and understanding of a diverse range of global and national health policies, including current and emerging trends and also of disciplines relevant to the study of health policy, planning and financing (epidemiology, health economic and other social sciences);
- apply his knowledge and skills using a multidisciplinary approach to formulate and evaluate health policies and plans.

  • PUBLIC HEALTH:
  • 1. Information on the course Public Health. Introduction to public health as a subject for teaching, research and healthcare practice area.
  • 2. Methods and research capabilities in the field of public health.
  • 3. Ethical issues in public health and their possible solutions.
  • 4. Causes of increasing health care spending.
  • 5. Transformation of health.
  • 7. Transit demography, epidemiological transformation and health needs.
  • 8. Information base for the description and evaluation of public health.
  • 9. Medical informatics and its application.
  • 10. Health economics. The concept, theoretical background, main areas of interest (subjects), health economics
  • 11. The market and health care.
  • 12. Types of health systems in the world, their strengths and weaknesses. International comparisons, strengths and weaknesses.
  • 13. Healthcare management, its development, benefits and pitfalls. Economic tools for managing healthcare systems.
  • 14. Benefits and risks of economic analysis, waste in health care.
  • 15. Medical insurance (public health insurance, private health insurance).
  • 16. Healthcare financing (sources of finance, structure of cash expenditure on health care reimbursement forms).
  • 17. Effectiveness and efficiency, explanation of terms, their measurement and evaluation.
  • 18. Accessibility of health care services.
  • 19. The quality of health care, definitions, characteristics, possibilities for evaluation.
  • 20. Evaluation of health care services (importance and evaluation methods, used indicators and their interpretation).
  • 21. Medical needs (the needs, requirements and consumption of services).
  • 22. Management theory and management of medical facilities.
  • 23. Prevention and its obstacles (motivation to prevent, categorization prevention, prevention of barriers).
  • 24. Primary care and self-care.
  • 25. Medical education; role, importance and types of health literacy.
  • 26. Educational program (preparation, implementation, evaluation).
  • 27. Forms of decentralization.
  • 28. Privatization of health care facilities.
  • 29. Cumulative assessment of the activities of the healthcare system (performance - responsiveness, decent financing, stewardship, methodology, interpretation).
  • 30. The role of the state in health care.
  • 31. The government protecting the public health.
  • 32. Healthcare policy (term, focus, tools and healthcare policy goals). Regionalization and decentralization.
  • 33. The European healthcare policy (source and basis of European healthcare policy, program WHO Health 2020).
  • 34. Current issues in healthcare development.
  • MEDICAL LAW AND HEALTHCARE MANAGEMENT:
  • 1. Management theory and management of healthcare facilities.
  • 2. State administration and local government in healthcare. Estates chamber, origin and historical development, current role. The basic rules of professional conduct, rights and obligations of members of the ČLK (Czech Medical Chamber).
  • 3. The role of law in health care; basic legal standards in health care.
  • 4. The rights and duties of citizens in health care (citizens' rights, patient rights, patient's right to information).
  • 5. The provider of health care services, operating conditions; standardization and accreditation of health care providers; system providers, health care services, types and forms of health care.
  • 6. The system of medical professions, the basic assumptions practice medicine; medical specialized education, lifelong learning for physicians.
  • 7. Basic duties of health care professionals.
  • 8. Lex artis (state of the art), definition, legal basis for liability.
  • 9. Informed consent for medical procedures, denial of medical care, requirements for a negative reverse (denial of health care).
  • 10. Legal liability in health care (civil liability of health care providers; criminal liability of doctors, the disciplinary responsibility of a doctor, offenses and administrative violations in health care)

For those who will have to write research projects and seminar papers during third, fourth and fifth year, it is strongly recommended to enrol the following courses:

 VSIL021 - Information literacy - (3 credits) - e-learning.
 VSKP041 - A course of working with information sources and tools (4 credits).
