- Course objectives
- This course deals with the economic aspects of landscape development and environmental protection. After description of global environmental problems and the state of the environment in the Czech Republic, students are introduced to principal causes of market failure in the area of environmental goods and also to relevant methods of solution. The accent is put on legal rules, institutional support and on the instruments of positive and negative stimulation (especially in the Czech context). Emphasis is also placed on the corresponding strategies, particularly on the strategy of sustainable development and on the decisive instruments and measures stimulating its enforcement (Environmental Impact Assessment Method, Environmental Management System, environmental auditing, ecolabelling etc.). A systematic approach to the environmental protection is, in addition to the environmental policy in the Czech Republic, exemplified by The Fifth Environmental Action Programme of the EU.
At the end of this course students should be able to understand, explain and apply knowledge of basic environmental impacts of economic development. - Learning outcomes

- Syllabus
- 1. Basic concepts, global environmental problems - atmosphere and climate, water resources, deforestation, extinction of species and other selected issues.
- 2. State of the environment of the Czech Republic and its development trends - atmosphere, water, soil, biota.
- 3. Common relation between market economy and the environment - concept of externalities, natural resources and their valuation, macro-economic and micro-economic optimum of quality of the environment.
- 4. Environment protection regulation in the Czech Republic - basic and common legal rules, partial legal rules (environment, climate and water protection).
- 5. Environment protection regulation in the Czech Republic - partial legal rules (soil protection, waste management, other constituents of the environment), corresponding legal rules, harmonizing legislation of the Czech Republic and the EU.
- 6. Administration and economic tools for environment protection - tools of positive and negative stimulation.
- 7. Environment management of firms - EMS, environmental norms, environmental accounting.
- 8. Strategic approaches to solution of environmental problems - reactive and proactive approaches, present technologies of waste gas and water purification, waste management, recycling.
- 9. Concept of sustainable development and selected tools and precautions supporting its implementation - environmental audit, EIA. and SEA methods, ecolabelling, ecological tax reform.
- 10. Natural and territorial aspects of environment protection - territorial systems of ecological stability of landscape, physical planning.
- 11. Environmental policy - international ecological actions and initiatives, environmental policy of the Czech Republic.
- 12. Institutional ensuring of environmental care in the Czech Republic - public administration, non-governmental organizations.
- 13. EU environmental policy - environmental action programmes, interaction between economic and environmental policies.
