- Many current students of social sciences may wonder where and under what terms they can use their research knowledge and skills. This course gives students the opportunity to dive into the field of Monitoring and Evaluation (M&E), which is widely used by national and international organizations in the implementation of various humanitarian, social, and technical assistance projects. Monitoring, evaluation and knowledge management have become part of the daily work of the non-governmental and international sector. Organizations and international projects and programs need to evaluate the effectiveness of their interventions - whether the planned projects achieve their goals, whether the efforts made are relevant to the results obtained, whether a project has a systemic impact on its target groups, etc. “While the practice of evaluation is often claimed to be partly an “art” drawing deeply on the insight and experience of the evaluator, it is also a highly organized, sequenced, and methodical undertaking” (Markiewicz and Patrick, 2016). During the course, we will follow the path of a monitoring and evaluation specialist and learn the key approaches to implementing these projects. After all, every monitoring and evaluation project is a study of a range of issues related to the activities of a group of people, organizations, and even countries.

- Cíle předmětu
- Monitoring and evaluation (M&E) is a systematic process used to assess and improve the effectiveness, efficiency and impact of projects and programs, especially in the development sector and NGOs. It aims to ensure that programs meet their objectives and provide accountability to stakeholders ( The course will focus on mastering key skills in developing (designing) an evaluation framework for programs or initiatives, and sequentially studying key approaches used in evaluating projects implemented by USAID, UNPD, the European Commission, the World Bank, and the OECD. We will cover all the basic stages of the monitoring and evaluation process, and a separate part will be devoted to the practical application of the knowledge and skills gained. During the course, you will be able to see in practice how your knowledge of implementing research in the social and humanitarian sphere can be implemented in the daily work of public and international organizations.

- Upon successful completion of this course, students will be able to: 1. Understanding Monitoring and Evaluation (M&E) Fundamentals. Define Monitoring and Evaluation (M&E) and explain its role in social and humanitarian projects. Distinguish between monitoring, evaluation, and accountability in project management. 2. Applying Theoretical Frameworks to M&E. Develop an understanding of the Theory of Change and its application in evaluating social impact.Compare and contrast different M&E approaches (qualitative, quantitative, mixed methods). Analyze M&E frameworks used by major organizations such as UNDP, the World Bank, and the OECD. 3. Designing an M&E Framework. Identify key tools and instruments in M&E. Construct a monitoring and evaluation plan for a given project. Apply participatory M&E approaches to ensure inclusive evaluation methods. 4. Data Collection, Analysis, and Interpretation. Develop skills in data collection methodologies for effective evaluation. 5. Practical Application of M&E in Real-world Cases. Engage in case-based learning to analyze real-life M&E scenarios. Participate in group-based discussions to critique and refine evaluation strategies. Apply M&E techniques through simulations and practical assignments. 6. Developing Critical and Ethical Perspectives. Evaluate ethical considerations in M&E, including accountability and transparency. Reflect on the role of M&E in social justice and sustainable development. Critically assess how M&E contributes to the effectiveness of humanitarian interventions. 7. Enhancing Communication and Reporting Skills. Facilitate discussions and defend M&E decisions and recommendations.

- Výukové metody
- Teaching methods: The course is based on the presentation of theoretical knowledge and its application in practice through simulation exercises, case studies, and group and individual assignments. The course also includes several lectures with guest lecturers - practitioners in the field of Monitoring and Evaluation.
- Metody hodnocení
- Activities, requirements, expectations and grading: 1) READING MATERIALs and PRACTICAL TASKS. All of the classes are complemented by a list of literature (obligatory and sometimes supplementary). Based on the literature, students can receive a practical assignment to apply the knowledge or information they have gained in practice, or answer questions based on the results of the reading. 2) CLASS DISCUSSION FACILITATION AND PARTICIPATION. Once per semester, students will receive a creative assignment, which they will have to present at the meeting in the form of a short presentation followed by a discussion. Lists (sequence) of students' presentations will be formed at the first few lectures. Discussion facilitation is a mandatory assignment during the semester and is worth 10 points. Participation in each discussion - active discussion is encouraged with an additional 2 points for each participant. In order to record these points, each student who participated in the discussion during the class must come to the teacher after the end of the class and record their participation so that the teacher can mark it during the evaluation. 3) PRACTICAL ASSIGNMENT Practical classes during the semester are based on the consideration of real cases of monitoring and evaluation in non-governmental organizations. In total, 3 cases will be considered and discussed in 6 classes. 4) FINAL EXAM. Online. Students will be offered a test and a solution to a practical short case. Detailed performance requirements will be provided additionally.
