- Course objectives
- Aim of the course is to gain theoretical and mainly practical knowledge and skills in the area of law of higher education, administrative process and internal law making.
At the end of the course students should be able to thoroughly understand the status and activities of universities. They should be well oriented in the administrative process under the Higher Education Act and bring it to compare with the general administrative process. They should be able to assess the legality of issued decision and suggest a suitable remedy (and prepare it). They should be able to use basic as well as higher - principled and constitutional - legal arguments. In addition, students should learn the basics of internal law making. - Syllabus
- 1. Introduction to the law of higher education: constitutional and legal bases and their reflection, legal sources, types and kinds of universities. Academic Authonomy. Administrative decision making.
- 2. Admisson procedure, study, termination of study.
- 3. Study related fees.
- 4. Internal regulations and other normative acts of higher education institutions.
- 5. Accreditation, state approval. Judicial review.

- Teaching methods
- Lectures, analysis of model and actual cases, seminar discussions, training with the decisions and documents, seminarworks and homeworks. Great emphasis will be given to the feedback. Lectures will also be based on analyses of relevant case law, which relates to the subject of the course.
- Assessment methods
- Knowledge, along with acquired skills, will be validated through the whole course, mainly by evaluations of their homework. In the case of inadequate homework, student will be encouraged to rework it.
Final verification will be done through the semester paper, with possibile remaking. Review of a final work will be communicated orally to each student. - Language of instruction
