- Cíle předmětu
- This course is an introduction to public administration and administrative law of the Republic of Poland. Topics to be covered include structure of public administration, place of adminis-trative law in the system of legal sources, and characteristics of administrative procedures. Polish administration and administrative law system will be discussed from both internal per-spective (as integral and national phenomenon with its characteristic features) and external (as vital and responsive element of i.a. multi-level EU administration). The latter element includes question of expansion of public tasks in relation to modern global challenges, such as climate neutrality. Final objective of the course is to develop solid understating of place and role of Polish administration in the EU. By completing this course students will gain knowledge and skills useful for conducting a comparative legal research, cooperation with Polish authorities and dealing with transnational administrative matters.
- Výstupy z učení
- The course seeks to develop in students:
⁻ understanding of the structure and tasks of public administration in the Republic of Po-land;
⁻ knowledge an understanding of the basic legal institutions of Polish administrative law;
⁻ ability to differentiate between different models of public administration;
⁻ ability to characterise and understand the place and role of the Polish administration in the context of EU administrative space;
⁻ knowledge of the basic regulations relevant for administrative cooperation with Polish au-thorities. - Osnova
- 1. Introduction to Polish public administration and administrative law – sources, concepts, and structure.
- 2. Public administration and its role in administrative procedures in Poland – codification, principles, and types of administrative procedures.
- 3. Modern challenges for Polish public administration – a case study of climate neutrality policy and changes in public transport.
- 4. Polish administration in the European Administrative Space – model of integration, impact of EU law on Polish Administrative Judiciary and administrative cooperation (case of wildlife trafficking in Eastern and Central Europe).

Teachers
Dr hab. Dominika Cendrowicz – PhD in Law with Habilitation in Law. She is an Assistant Professor at the University of Wrocław, Institute of Administrative Sciences. She is also the head of postgraduate studies in public administration at the Faculty of Law, Administration and Economics of the University of Wrocław. She graduated with master’s degree in law and master’s degree in administration from the University of Wrocław. In her academic work, she focuses on administrative law, social welfare and civil service law. She is also interested in comparative studies in the above problems. She is the author of more than 70 academic publi-cations, including two academic monographs.
Dr Justyna Mielczarek-Mikołajów - PhD in Law. She is an Assistant Professor at the Uni-versity of Wrocław, Institute of Administrative Sciences. She graduated from both adminis-trative and legal studies. She developed her legal knowledge during legal advisor apprentice-ship, which she completed with the title of legal adviser. She combines her university activity with professional work in the law office. In her academic work, she focuses on administrative law and spatial planning and the issue of climate neutrality, especially related to public transport.
Mgr Karolina Kulińska-Jachowska LL.B. - Junior researcher and lecturer in the Section of Comparative Public Administration at the University of Wrocław. She graduated with mas-ter’s (magister) degree in law and LL.B. in International and European Law from the Univer-sity of Wrocław. Currently she is pursuing PhD title based on research in multi-level risk man-agement in public administration associated with using translation and interpretation in pro-cesses of law implementation, interpretation, and execution. She is author and co-author of over 20 research papers focusing on legal translation, comparative law, public health system and management. She gained teaching experience by conducting classes in Polish and in Eng-lish in the field of i.a. administration and administrative law of the EU, comparative law, and contemporary management.
