- By the end of the course, students should:
• understand the essence of Administrative Law, the nature of administrative legal relationships;
• be able to summarize and present their own position on specific problematic issues of the EU Administrative Law - Osnova

- 3.-4. "The US Constitutional and Administrative Law Issues" (Basic Constitutional Structure of the US Government, Checks and Balances, the US Public Administrators, Rulemaking, Adjudication, Judicial Review: Judicial Deference, Arbitrary and Capricious Judicial Doctrines)
- 5.-6. "Legal Framework of EU Public Administrators" (EU Administrative Law, EU Agencies, Draft of EU Administrative Procedure Law)

- Constitutional and Administrative law are cardinal law branches. The course is generally based on the comparison of constitutional and administrative law of Baltic Stated, the US and EU. The course introduces one of the latest phenomenons – the European administrative law; its’ leading principles; administrative powers of European institutions and agencies, their interaction with the national public bodies; ECJ impact to the member states (ECJ prejudicial decision). The lectures are concentrated on the following topics: Constitutional Legal Systems in the Baltic States (Lithuania, Latvia, Estonia), Basic Constitutional Structure of the US Government, Checks and Balances, the US Public Administrators, US Agencies Activities, Judicial Review: Judicial Deference, Arbitrary and Capricious Judicial Doctrines; EU Administrative Law, EU Agencies, Draft of EU Administrative Procedure Law, etc.
