- Course objectives
- The aim of the course is to support, or strengthen or expand (update) the knowledge of students in the general part of administrative law and the procedural part of administrative law, in the necessary systemic context and more demanding topics, and thus appropriately build on the knowledge acquired in previous studies, or supplement them in necessary respects. The course is aimed in particular at students who have not completed the Bachelor's degree programme in Public Administration at the MU Faculty of Law, or another programme that includes the expected and necessary extent or completeness of knowledge in the field of administrative law, which is the starting point for successful mastering and completion of the compulsory courses in the field of administrative law within the programme.
- Syllabus
- The public law nature of administrative law. Constitutional foundations of public administration.
- Basics of the organisation of public administration. Territorial self-government, supervision of territorial self-government, including the field of normative activity
- Legal foundations of public administration. Characteristics of the forms of public administration.
- Legal liability in administrative law. Liability for offences.
- Principles of the activity of administrative bodies. Administrative procedural law.
- Systematics of administrative law, procedural principles. Judicial review.
- Legal regulation of administrative proceedings in the Administrative Code. Subsidiarity of the Administrative Code. Procedural concepts and institutes.
- Initiation and course of administrative proceedings. Administrative decisions. Means of appeal and review.

- Collective consultations (face-to-face and on-line), with support in the form of e-learning (interactive curriculum with presentations on individual topics), continuous testing using answer sheets.
