- Course objectives
- The course focuses on gaining practical skills in preparation and realisation of decision-making processes in public administration. In the first part the students are introduced to the theory of decision-making process, the second part covers the decision-making processes characteristic for operations of public administration and the third part explores the basic methods of control of public administration, placing special emphasis on financial control. Credit requirements: active participation in seminars.
- Syllabus
- 1. Introduction to problems, reasons of public sector existence, decision in public administration (forms, methods, tools).
- 2. Reform of public administration.
- 3. - 4. Organization of public administration (property and management, Authority for representation of state in property affairs, organizational components of the state and contributory organizations of state in comparison with organizational components and contributory organizations of territorial self-governing units.
- 5. Benefits and problems of NPM concept. New trends in management of public administration. P> 6. Strategic management, contracting, collaboration of public and private sectors.
- 7. Utilization of marketing tools in management of public organizations.
- 8. Evaluation and motivation of workers, public service (ethics of public employees).
- 9. Position of civil servants of territorial self-governing units.
- 10. Control in public administration (sorts of controls, system of controlling institutions).

- 13. Internal audit in public administration organizations, auditing.
