Course objectives
Student after succesful completion of following course is able to:
substantiate problems of public sector and public administration coming from the substance of public sector;
oppose approaches which try to implement some management methods coming from private sector to the field of public administration and public management;
propose system of evaluative criterias and indicators for the chosen public administration organization;
compare various management methods using in public and private sector;
evaluate opportunities and mechanisms of public administration controlling;
Syllabus
  • 1. Introduction to problems, reasons of public sector existence, decision in public administration (forms, methods, tools).
  • 2. Reform of public administration.
  • 3. - 4. Organization of public administration (property and economics), Authority for representation of state in property affairs, organization components of state and allowance organizations of state in comparison with organization components and allowance organizations of ÚSC.
  • 5. Benefits and problems of concept New Public Management. New courses in management of public administration. P> 6. Startegic management, contractation, collaboration of public and private sectors.
  • 7. Public Procurement.
  • 8. Evaluation and motivation of workers, state service (ethics of public employees).
  • 9. Position of servants of territorial self-governing units.
  • 10. Control in public administration (sorts of controls, system of controlling institutions).
  • 11. – 12. Financial control in public administration
  • 13. Internal audit in public administration organizations. Auditing. Review of the economy.

Teaching methods
Theoretical preparation, lessons are held on weekly basis; Seminar meetings are hold once in two weeks; Discussion of chosen topical problems; Workshop focused on analysis of annual reports of given organizations; Teamwork aimed on proposition of public administration organ providing given public service and presentation of evaluative criterias for choosing the best option;
Assessment methods
Can be Midterm test with 15 questions and minimum level to pass at 60%, midterm test then represents 20% of total evaluation;
Case study worked up in pairs of students and focused on providing of chosen public service, study can represents 20% of total evaluation;
Final examination including written revision (with 10 - 15 questions and minimum level to pass at 60%) and defence of realized case study;
