Course objectives
In the present form of study, the course contains 12 lectures. Main objectives of the course can be summarized as follows:
- to understand and characterize the term public administration in its scope on the basis of various approaches from the field of administrative law theory, administrative science and public economy, and to compare the approaches;
- to introduce and characterize the history and current trends of public administration reform in the Czech republic;
- to understand and demonstrate specifics of a joined public administration system as reflected in the specifics of Czech municipal and regional administration;
- to enhnace the konwledge of consequences of Czech municipal administration structure and characterize the main issues;
- to enhance the knowledge of relationship between Czech regions and regions of cohesion;
- to understand the role of the central administrative level in the administrative system and characterize the main issues of deconcentration;
- to be well informed about possible ways of public services delivery and their potentials as well as negatives (with a special emphasize on the legal framework of public procurement in the Czech Republic);
- to explain the specifics of the ethics in public administration and gain the knowledge of instruments-guarantees of legality (with a special and comparative emphasize on access to public information);
- to ehnance the knowledge of trends and issues of e-government in the Czech Republic and to compare the Czech practice with international trends and requirements of the European eGovernment policy;
- to gain and improve the knowledge of civil service models, including their practice in the current Czech law and be able to compare the Czech context with the models.
Syllabus
  • The course concentrates on the following topics:
  • 1. Public administration and its functions - interdisciplinary approach;
  • 2. Starting points, progress and outputs of public administration reform in the Czech republic after 1989;
  • 3. Systems of local administration organization, Czech municipal system and selected issues of decentralization;
  • 4. Specifics of management of Czech cities;
  • 5. Regional government, its functions and selected current issues;
  • 6. Role of central government, issues of deconcentration and state property in the Czech Republic;
  • 7. Ways of public service delivery - their potential and issues;
  • 8. Public procurement - introduction to current legal framework and its practice;
  • 9. Ethics in public administration and the issue of corruption;
  • 10. Guarantees of legality in the public administration and right to information of public administration;
  • 11. e-Government - its trends, problems and projects in Czech central and local govrnment
  • 12. Models of legal status of civil servants and their practice abroad and in the Czech public administration.

Teaching methods
The course takes the form of both lectures and seminars. There are explained main thesis of the course within lectures, which are further discussed during seminars. Presentation of students' seminar works is a part of a seminar.
Assessment methods
In order to pass the subject, students are required to:
1. gain at least the total of 120 points (out of 200) in two mid-term written tests;
2. elaborate a final essay on a selected topic within the prescribed quality framework within the prescribed deadline;
3. pass the final test with at least 60 points or oral exam (the form of exam depends on the number of students in the course). The requirements stipulated in points 1 and 2 form the necessary precondition for students to be eligible to take the final exam.

Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
