- Course objectives
- The main objective of the course is to introduce the main theory of public administration and to discuss current trends and issues of administrative reforms in the Czech Republic and foreign countries. One module is dedicated to administrative procedure and its special forms.
- Learning outcomes
- By passing the course students will be able:
• to understand and characterize specifics of public administration and role of PA considering various approaches and theories from the field of public administration, administrative law theory, public economy;
• to understand main theories and trends of foreign administrative reforms;
• to understand and discuss role and models of self-governments and potential and problems of decentralization;
• to understand and discuss role of the central level, inter-governmentalism and problems of deconcentration and coordination;
• to understand and discuss the global level of governance and the role of selected intern- and supra-national organizations;
• to understand and discuss the role of ethics and its instruments in PA;
• to understand and discuss the role of accountability and its mechanisms in the Czech Republic;
• to understand existing civil service models and comment and evaluate their practice in the Czech Republic;
• to understand the role of public information, transparency and e-gov and problems of e-gov management;
• to understand and apply Czech administrative procedure law. - Syllabus
- The course concentrates on the following topics:
- 1) State and public administration - their functions in the past and in the present
- 2) Public administration reforms and their motives, Czech reform and its starting points and results
- 3) Role and models of self-governments, issues of decentralization, situation in the Czech Republic
- 4) Role of central government, intergovernmental relations and problems of deconcentration and coordination, situation in the Czech Republic
- 5) Global governance, international and supranational organizations
- 6) Role of the ethics in public administration, instruments, corruption, situation in the Czech Republic
- 7) Civil servants - models, trends, situation in the Czech Republic
- 8) Public administration accountability and system of public administration control
- 9) Public information, openness and transparency, role of e-government and problems of e-gov management
- 10) Administrative rules of procedures I (fundamentals, principles, subjects, phases)

- Lectures, class discussion during seminars (following reading asingments and tasks defined by instructions for individual seminars).
- Assessment methods
- IIn order to pass the subject, students of the full-time form are required to:
1. be prepared for and attend seminars (one absence is tolerated)
2. pass a final exam (which is oral or written based on number of students in the course)
