Course objectives
This course is intended to introduce student to the main methods and issues within the public projects’ area with stress put on the skills needed to prepare the public projects, i.e. main project frames and concepts used within the public administration. Special attention will be paid to the practical aspects issues of the European Structural and Investment Fund (ESIF) projects connected with the specific phases of the project cycle. Students will be lead to learn how to link the overall strategic goals to the public projects system.

After the successful course a student will be able to:
- create project drafts and applications in connection with identification of specific issue that should be tackled,
- apply relevant instruments on preparation of content as well as budget,
- identify potential risks,
- identify overall impacts of the project on the organization’s activities.
Learning outcomes
After the fulfillment of the course requirements, student will be to:
- identify key elements in the particular grant schemes from the EU structural funds area with stress being put on the non-investment projects in the public sector;
- describe basic issues of the project forms’ applications within the EU structural funds schemes;
- identify basic options within the different types of the financial support of the topics connected with the public sector;
- analyze the tools of the project management for successful realization of the non-investment projects within the public sector;
Syllabus
  • Seminars will be taught as practically oriented classes with aim to develop the project management’s skills including the relevant students soft-skills (especially team work).
  • The course structure is as follows:
  • 1. Introduction to the course – institutional base of the projects with the public administration, governance in the CZ and EU, project as a tool for strategic management,
  • 2. Public projects and their characterization with stress put on the ESIF use,
  • 3. Preparation of the project (ex-ante phase),
  • 4. Project application form – content,
  • 5. Project application form – budget I.,
  • 6 . Project application form – budget II.,
  • 7. Project realization I.,
  • 8. Project realization II.,
  • 9. Project realization III.,
  • 10. Finalization of the project
  • 11.-12. Colloquium, and evaluation project. In this course will be handled 6 projects, four- teams.

Teaching methods
The course is being taught via seminars. This method was selected because of the concordance with overall aim of the course – to develop the students’ practical and knowledge based skills. Important part of the course is also the team work based on the model project evaluation that each team will be creating on the selected public administration topic. These project's evaluation will be discussed at the end of semester during the colloquium when the presentation of the project form the side of the tam will take place including simulated information from the side of the evaluators. Within the course relevant case studies will be used.
Assessment methods
The course finishes via colloquium. Prerequisite is the drafting of the project in the form of the public sector model project's evaluation. Model project's evaluation will be composed by the team of 4 students. Semestral work in the form of the evaluation of the project is the part of the colloquium. Second prerequisite for colloquium is the written mid-term test with minimum 60% score.
